Risky job....

A friend of mine who was a Bureaucrat ...then resigned from the Bureacracy...joined the Private Sector...then threw up this job and now works for a Policy Think Tank... meets me at my fav Coffee Shop in CP. Over Coffees and Cookies we get chatting.

Me: Good you left the Bureaucracy...its become a dangerous..risky ... job..
Friend: Seedha boll yaar.. .you too are perturbed about a Bureaucrat being jailed instead of the Big Fish.... I see the Coal Scams and other Big Scams as Mafia jobs....its the Pawns who get caught.... not the Bosses ... Big Bosses  Super Big Bosses!! But actually it's these Bosses who got it all done ...and raked it in......
M: But Bureaucrats know what is being demanded of them...don't they know what is being demanded is wrong...
F: It's a web .... you want to rise in the Burreacracy.....you don't want to be shifted to Khuda Line...where you go to Office and come back home...in between you read newspapers and have teas and coffees ....in some cases .....behti Ganga mein ek doh lotte Ganga ke...but what about the ones ' into whose coffers this Ganga flows'...
M: And then UPA had a unique situation.. all the power but no accountability or responsibility for some ...
F: Put yourself in the shoes of a Bureaucrat who is literally ordered by his Boss... Big Boss says Super Boss wants this to be done .. he knows.... not only his career is at stake ...but he could land up in a soup .. if all the Boss's orders are not complied with and one of Boss's  gets CBI on his tail with a cooked up case ...
M: No wonders then CBI was called a Caged Parrot ..or Congress Bureau of Investigation...
F: Why only CBI ...array of tools ..IT...ED.....
M: A Bureaucrat friend once advised me ..if you want to get a job done...get it done from a Bureaucrat ...if you go to a Politician he will ultimately have to ask/order a Bureaucrat and you would be just adding a huge expense ...and then remember a Politician will always be on your back till you or he die...and an out of power politician is more expensive then an in power politician  ....Bureaucrat matters to you till he's in that particular job..
F: And a Neta would be brazen about getting jobs done ...he wouldn't think twice about throwing the rules into the bin...Bureaucrat would do it sensibly...could even tell you it's too risky ....for the Neta...higher the impossibility higher is his take...

M: You are making Bureaucrats look like Angels.....
F: Good .. bad and ugly in Bureaucracy too ...but many would agree.... one gets into Bureaucracy not with the intention to make money...

it's a matter of prestige to get into the Bureaucracy...its not easy ..some do get afflicted with the disease of ghoos as their career progresses ...power corrupts some ...but Politics.... how many Modis are there.... I can give you a list of honest Bureacrats...but can count honest Netas on my fingers ....

M: Then how should Bureaucrats protect themselves...

F: It goes with the territory.... you don't drive to cause accidents ...accidents happen.... this is valid for career oriented Bureaucrats..for the Corrupt...Greed Management.  

M: I feel if Modi gets  another 5 years.. rest assured  'the traffic would be so regulated that intentional and unintentional accidents would be a rarity ...

Are bureaucrats alone responsible for the mess ?

The conviction of three officers including former Coal Secretary H C Gupta and two serving IAS officers — K S Kropha, former Joint Secretary in the Coal Ministry and now Meghalaya Chief Secretary, and K C Samria, then Director in the Coal Ministry and now Joint Secretary in the Minority Affairs Ministry has sent shockwaves among bureaucrats. However the question that arises is that are the bureaucrats alone to be blamed for the mess or the political class should also be held responsible ?
