It is widely believed that the new President Ram Nath Kovind has given first ‘Gift’ of Nitish Kumar to PM Narendra Modi. As Bihar Governor Kovind had been quite pally with Nitish Kumar.

The recent conviction of three officers including former Coal Secretary H C Gupta and two serving IAS officers — K S Kropha, former Joint Secretary in the Coal Ministry and now Meghalaya Chief Secretary, and K C Samria, then Director in the Coal Ministry and now Joint Secretary in the Minority Affairs Ministry has sent shockwaves among bureaucrats.
 
However the question that arises is that are the bureaucrats alone to be blamed for the mess or the political class should also be held responsible ?
