Whenever a CM is chosen in any state, PM Narendra Modi asks Agriculture Minister Narendra Singh Tomar to go there as Observer. This is evident from the fact he was sent to Haryana, Himachal Pradesh, Assam, Uttarakhand, Karnataka and recently Gujarat. What is the significance ?
