Why is the Meghalaya Governor coaxing the Central govt?

In the power galleries the recent outburst of Satyapal Mallik, Governor, Meghalaya, is being seen as a surprise. Malik, last week at a programme in the western UP, took names of some leader, including the Home Minister. He reportedly thanked farmers for forcing the Central govt to withdraw the controversial farm laws. He also endorsed their demand of guarantee on MSP.
