Post of APS advertised

Perhaps for the first time an Asstt Private Secretary(APS) to Minister will be appointed from open market. Ministry of Food Processing has given an advertisement in many Delhi based  news papers on Sunday, says that  any retired/ govt employee and private person can apply for the post, willing to work in Bathinda (Constituency Officer)/ Delhi Office during the tenure of appointment. The candidate should be well- versed in Punjabi Language/ Punjab domiciled. DAVP has issued this GoI advt.  Now the big question is - will other ministers be given such liberty or will PM allow such appointment ?
