Posts of CIC filled up after SC directive

The Supreme Court had asked the Centre and the State governments to fill the vacant posts in CIC and SICs otherwise there won't be any relevance of the RTI, which was introduced in October this year. The Union government filled up three posts -CIC and 2 ICs- within 10 days. Now the question is whether states will follow the SC's advice? In most of the states, posts of ICs and SICs are lying vacant for the last many months.
