Rebuilding Hope, Nurturing Talent, and Reviving Tourism: IAS Pooja Elangbam’s Vision for Bishnupur, Manipur

From resettling displaced families to promoting young athletes and showcasing local culture, Bishnupur in Manipur is witnessing a series of initiatives aimed at restoring lives and  creating opportunities. Leading these efforts is IAS Pooja Elangbam,a 2018 batch officer of Manipur cadre currently posted as Deputy Commissioner, Bishnupur.

Since the outbreak of conflict in Manipur,Bishnupur has hosted one of the largest populations of internally displaced persons (IDPs) in the state.Elangbam is focused on rehabilitation, resettlement and livelihood restoration recognizing the immense challenges faced in recent years by its people. “Our focus mainly has been on trying to resettle them wherever feasible. In the last six months, we have managed to resettle around 3,000 people” she quoted.

The administration is supporting families rebuild houses which were damaged or burnt and restore community facilities. Additionally for livelihoods they have been provided looms, sewing machines, poultry units and small business opportunities to help generate income. The formation of women Self-help groups has also been a big contributor in bridging the gaps on ground.

Focusing on the well-being, regular medical visits are conducted in relief camps, while NGOs and other organisations provide mental health support. “The whole idea was to make sure that medically they are looked after and that they get the psychosocial support needed to process their emotional distress” she explains.

Another significant intervention has been skill development for displaced youth. Nearly 100 young people (IDP)  underwent hospitality and cabin crew training in Delhi, with 80% subsequently securing employment. “It has been very satisfying to see underconfident kids who were struggling with mental trauma finally being able to realise their dreams and contribute to their families” she says.

Another major pillar is sports.Manipur has long been a sporting powerhouse,producing athletes who have excelled nationally and internationally.Bishnupur is home to numerous talented sportspersons particularly in football, boxing, badminton and water sports. 

To nurture grassroots talent,the district organized a girls football tournament that attracted over 18 teams from across Manipur.Talent scouts also identified promising players for advanced training.Building on this,the district is preparing to host its first District Olympic Games,featuring 16 sporting disciplines aimed at creating a pathway for future national and international champions.“Even with limited resources, many sports persons have overcome obstacles. For example, in the Indian women's football team, many players are from Manipur, even captain.we want to support them in every way possible.”

Tourism is another major focus area. Bishnupur is home to Loktak Lake, the largest freshwater lake in Northeast India, and Keibul Lamjao National Park, the world's only floating national park and home to the endangered Sangai .To showcase the district's culture and talent, the administration organised the Loktak Literary Festival, bringing together writers, artists, students and local communities.
