IRS(C&CE) officer Amit Goel submitted his resignation papers in 2005. The Govt has taken almost 13 years to accept his resignation w.e.f. April 10, 2006 and issued related Notification on Feb 21, 2019. Goel was Joint Commissioner at that time.
