SC\'s terse comment about the bureaucracy, who is at the target ?

The Supreme Court has pulled up the bureaucracy by saying that they are in inertia and do not want to take action in Delhi pollution case, which has become a yearly phenomena. Now experts are trying to find out which bureaucracy is at SC's target - Central or the Delhi government.
