SHO seems more powerful than the CP in Delhi

In Delhi Police, one SHO seems to be bigger and more powerful than the CP, Delhi. According to information the said SHO is so powerful that he Heads 11 main Police Stations in Delhi and New Delhi districts. The present CP, could not  shift him from district police but transferred him to a PS in  Trans Yamuna district.Some retired police officers were surprised that how an Inspector remained SHO in 11 Police Stations? It shows his political clouts otherwise normally a police official could be posted as SHO in two or three Police Stations.
