Ten IAS officers of 1987 batch unlikely to be empanelled ?

If insiders are to be believed, about ten out of the total 28 IAS officers currently  on deputation to the Government of India are unlikely to be empanelled to the rank of Additional Secretary in the Government of India.Empanelment is expected to take place in a week or two.
