This is called Gujarat loyalty!

What the Government of India could not do as Gujarat has done for the Prime Minister Narendra Modi. Chief Secretary of Gujarat J N Singh who has worked under Modi as Chief Minister of Gujarat decided to compile the latter’s speeches on "good governance" during his tenure as Gujarat CM and decided to  distribute among all the IAS officers in the country. A couple of thousand copies of the book have now been dispatched by the Gujarat Government to all the states to be distributed amongst the IAS officers. The book, compiled and edited by former Gujarat cadre IAS officer Varun Maira, was released by Gujarat Governor Om Prakash Kohli in the presence of Chief Minister Vijay Rupani in March this year.
