There may be different views on the practice of resorting to what is known as 360° scanning of the track record of senior officers for empanelment for posts of Joint Secretary and above. Some feel it goes beyond what is recorded in the Annual Confidential Reports. Others feel the ACRs do not capture so many other traits - some desirable and some undesirable. Whatever may be the truth, retired senior officers of high integrity, often long forgotten, are a happy lot. Members of the 360° screening committees have to cross-check track records of candidates in contention for empanelment, and seek opinions. Even anxious candidates for empanelment are forced to keep in touch with retired seniors! Who knows which among such retired officers may be approached for giving opinion on the reputation of those on the verge of empanelment!
