(UP CS 4) Will the next CS, UP be from the 1987 batch?

If D S Mishra is denied further extension then IAS officer from 1987 batch have a good chance to become the CS. As per available information, most IAS officers of 1985 and 1986 batches have retired. Only two 1985 batch IAS officers are in the service- Ms Shalini Prasad and R P Tiwari, but Ms Prasad is due to retire in November this year and Tiwari is scheduled to retire  in February next year.
