 Congress opposed the Viksit Bharat Shiksha Adhishthan (VBSA) Bill, 2025, which seeks to subsume UGC, AICTE, and NCTE into a single 12-member Commission (with separate Regulatory, Accreditation, and Standards Councils). The bill brings IITs/IIMs/NITs under its ambit while claiming to protect autonomy; grant-giving powers shift toward the Education Ministry.
