Was permission given by Finance Ministry without PMO's knowledge ?

It is said that Ministry of Finance has reportedly given approval to finane litigation cost of a former IAS officer – running into crores - without PMO's approval. According to sources, even PMO was not informed about the case, which was related to a retired IAS officer. The case is said to be related to FMC, which later merged with SEBI. The said officer was Chairman before its merger. According to sources, the deptt is likely to give permission of litigation expenses to another IAS officer on the same grounds.
