Was proposal of an Advisor treated as an anti govt line?

Some ministries are facing tough times with the behaviour of Advisors. An Advisor in one ministry recently sent a proposal to take the press party of the vernacular press to Tamil Nadu which was reportedly turned down. Sources asked when the TN CM is running an anti-Hindi campaign why he proposed a flare up proposal? They term it an anti- establishment proposal. They also surprised how he is continuing as Advisor?
