The Appointments Committee of the Cabinet has approved the proposal for appointment of Dr Nalin Shinghal  Chairman and Managing Director (CMD) of Central Electronics Ltd (CEL) as (CMD) of Bharat Heavy Electricals Ltd (BHEL).

IRTS officer Dr Nalin Shinghal selected as CMD, BHEL
 
A 1988 batch officer of Indian Railway Traffic Service (IRTS), Dr Nalin Shinghal, presently serving as CMD, Central Electronics Limited, has been selected for the post of Chairman-cum-Managing Director of a Maharatna PSU, Bharat Heavy Electricals Limited (BHEL) at a Public Enterprises Selection Board (PESB) meeting held on December 13, 2018. Three candidates were interviewed for the same. No internal candidate was in the race.

Dr Nalin Shingal likely to fall prey to leg-pulling squad; lose BHEL CMD post ? 
 
A 1988 batch officer of Indian Railway Traffic Service (IRTS), Dr Nalin Shinghal, presently serving as CMD, Central Electronics Limited, has been selected for the post of Chairman-cum-Managing Director, Bharat Heavy Electricals Limited (BHEL) by the Public Enterprises Selection Board (PESB), but the BHEL and concerned Ministry are whispered to be bearing grudge against the brilliant and competent officer. Dr Shinghal, an external candidate, is likely to fall prey to leg-pulling squad.

ACC yet to take decision on Dr Shinghal for CMD, BHEL
 
The Appointments Committee of Cabinet (ACC) is yet to take the decision on the panel of Dr Nalin Shinghal for the post of Chairman-cum-Managing Director, Bharat Heavy Electricals Limited (BHEL). Sources said that the nodal ministry is not in favour of Dr Shinghal. It put its objection twice before the ACC so that Sobti can get extension, but ACC rejected the proposal. Now the decision will be taken by the new government.  Shinghal is CMD of Central Electronics Limited (CEL) based in Sahibabad. In 2017-18, revenue of CELwas Rs 222 crore. whereas the revenue of BHEL in the same year was Rs 29,060 crore. It means if Dr Shinghal is given charge of BHEL, he will handle a company 130 times bigger.

ACC yet to decide fate of Dr Nalin Shinghal; vacancy of CMD, BHEL arising on July 1 
 
The Ministry of Heavy Industries & Public Enterprises has reportedly written to the Appointments Committee of Cabinet (ACC) disapproving the recommendation of panel of Dr Nalin Shinghal, CMD, Central Electronics Limited (CEL) made by the Public Enterprises Selection Board (PESB) for the post of Chairman-cum-Managing Director, Bharat Heavy Electricals Limited, a Maharatna PSU. The tenure of present incumbent Atul Sobti is ending on June 30, 2019. However, there are whispers in the corridors of power that he may be accorded extension for yet another term. The Ministry has doubted the capability of Dr Shinghal, who bailed out CEL to a profit level. Some sources are of the view that the ACC can approve the appointment of Dr Shinghal as Government of India is laying a special emphasis on external competent candidates.

Who has last laugh: Dr Shinghal or Atul Sobti ? Picture clears in a couple of days
 
All eyes are on the post of Chairman-cum-Managing Director, Bharat Heavy Electricals Limited (BHEL) as far as the appointment of Dr Nalin Shinghal and extension of present incumbent Atul Sobti to the post is concerned.  The Appointments Committee of Cabinet (ACC) led by Prime Minister is expected to take final decision in a couple of days. The concerned Ministry has doubted the capability of Dr Shinghal, who bailed out Central Electronics Limited (CEL) to a profit level. Some sources are of the view that the ACC can approve the appointment of Dr Shinghal as Government of India is laying a special emphasis on external competent candidates. Extension to Sobti can queer the pitch of Dr Shingal in line with Prakash Chand, who was deprived of becoming CMD by giving extension to then CMD, B P Rao in 2013.
