Will Sumanta Chaudhury return to West Bengal as Chief Secretary or Sinha be CS?

Rumour mill says that outgoing Secretary Coal Sumanta Chaudhury is returning to the parent West Bengal cadre as Chief Secretary. Present Chief Secretary Malay Kumar Dey is retiring on September 30. In the cadre next to Dey, Chaudhury is senior most IAS officer. If Chaudhury is not made CS then number one in 1986 batch Rajiv Sinha may be appointed.
