Who will be first CDS  - Air Chief  Marshal B S Dhanoa or Gen Bipin Rawat  ?

Army Chief General Bipin Rawat could be the first Chief of Defence Staff (CDS) if the Central Government's implementation committee comes out with its report in October or November this year. But then, the Army Chief is retiring in December 2019 and unless he gets extension which is likely for six months, and if denied extension, he would be CDS for two months or just a month ! And if the implementation committee comes out with its report later this month (August), Chief of Air Staff Air Marshal B S Dhanoa is likely to be made the first Chief of Defence Staff  (CDS) he being the senior-most among the service chiefs right now even though he is retiring on September 30 this year. The seniority principle for CDS is likely to be the same as that for selection of Chairman of Chiefs of Staff Committee where Air Marshal Dhanoa is already the Chairman by seniority provided the Central Government springs up a surprise ..

Who gets to be CDS now ?

While it is a foregone conclusion that Army Chief General Bipin Rawat could be the first Chief of  Defence Staff, the service extension offered to Vice Chief of Air Staff R K S Bhadauria while being promoted as Chief of Air Staff now puts this question—Who gets to be CDS now?

 Going by COSC convention, Gen Bipin Rawat could be next CDS

If one goes by the records of past five years, the Army Chief General Bikram Singh had been Chairman of Chiefs of Staff Committee for 212 days during 2013-14. Thereafter Air Chief Arup Raha assumed charge as Chairman of COSC for 153 days in 2014-16,  followed by Admiral Sunil Lanba who remained  Chairman of COSC for 2016-19 for 151 days and now again Air Chief Marshal B S Dhanoa was the Chairman COSC since May 31, 2019 till his retirement. Seems like it is the turn of the Army Chief General Bipin Rawat now to become Chief of Defence Staff as the COSC is likely to be transformed into CDS.

Army Chief Gen Bipin Rawat already doing what CDS is expected to do- Restructuring

The Chief of Defence Staff will also be involved in restructuring of Military Commands for optimal utilisation of resources by bringing about jointness in operations in which Army Chief General Bipin Rawat is already involved. Does that provide any indication of him being appointed CDS ?
