What states want about central deputation ?

Many states want that since there was an acute shortage of officers, central deputation should have a shorter tenure, so that more and more officers could be sent to the Centre without affecting the State's administration. States want that on completion of tenure, it should be ensured that they return to their cadres. These suggestions/concerns were raised in the recently held Chief Secretaries / PS(GAD/Personnel)  conference of states.
