When vacancies of ED will be published ?

Vacancies of Joint Directors have become a tussle point between ED and Deptt Revenue(DR). It is said that ED want applications should be invited for vacant positions only whereas  DR wants future vacancies should be taken into account. ED reasons that projecting future vacancies is not viable because if some one get extension. This tussle point is said to be delaying the process. More than half a dozen JDs posts are vacant in ED.
