Who is stalling appointment of DMD at IDBI Bank?

It’s been three weeks now.... interviews were held for the post of Deputy Managing Director (DMD) for IDBI Bank. One is still wondering -- who is stalling the appointment? Why is Government still sitting over the file of appointment? The answers are not forthcoming.
