Who will be first CDS - Air Chief Marshal B S Dhanoa or Gen Bipin Rawat ?

Army Chief General Bipin Rawat could be the first Chief of Defence Staff (CDS) if the Central Government's implementation committee comes out with its report in October or November this year. But then, the Army Chief is retiring in December 2019 and unless he gets extension which is likely for six months, and if denied extension, he would be CDS for two months or just a month ! And if the implementation committee comes out with its report later this month (August), Chief of Air Staff Air Marshal B S Dhanoa is likely to be made the first Chief of Defence Staff  (CDS) he being the senior-most among the service chiefs right now even though he is retiring on September 30 this year. The seniority principle for CDS is likely to be the same as that for selection of Chairman of Chiefs of Staff Committee where Air Marshal Dhanoa is already the Chairman by seniority provided the Central Government springs up a surprise .
