Who will be new Police Commissioner of J&K ?

In case Dilbagh Singh moves as Delhi Police Commissioner on July 1, will succeed him as DGP of J &K ? In MHA, two names are now doing the round -1988 batch IPS officer of West Bengal cadre Zulfiquar Hasan  and 1991 batch IPS officer of UT cadre S S Swain. While Hasan has served in para military forces in J&K, Swain who is presently Special DG CID in the state has long career background in R&AW.
