Why ACC overruled appointment of Anil Kumar Chaudhary as Acting Chairman, SAIL?

Why did the Appointment Committee of Cabinet (ACC) overrule the decision of Ministry of Steel on the appointment of Anil Kumar Chaudhary, Director (Finance), Steel Authority of India Limited (SAIL) as Acting Chairman of SAIL? According to sources, the Ministry had issued orders of Chaudhary for the appointment as Acting Chairman on June 26 and he was to take over the charge on Sunday. But the ACC overrode the decision when present incumbent was being accorded farewell upon his retirement.
