Why Anuja Sarangi not given additional charge of Chairman CBDT ?

Mystery shrouds as to why Anuja Sarangi who is senior to Ms Sangeeta Singh was not given charge of Chairman CBDT.  Sangeeta Singh is 1986 batch IRS(IT) officer while Anuja Sarangi is 1985 batch IRS(IT) officer.
