Why are some ministers not getting PS?

The power corridors are abuzz about why some ministers could not get a PS despite six months having passed after the formation of the Modi 3.0 government. Sources said that one or two ministers want PS of their choice. That could be the possible reason for delay. Union Cabinet minister Shivraj Singh Chouhan is waiting for one PS for his Rural Development ministry  while Jitan Ram Majhi is still without a regular PS. It is said that some ministers gave their choice late. Process starts when the minister forwards his choice.
