Why delay in appointment of Secretary to President ?

Mystery shrouds the delay in the appointment of new Secretary to the President of India Kovind.The President is reportedly in favour of number two functionary in the Rashtrapati Bhawan E L S N Bala Prasad. Bihar cadre 1986 batch IAS officer had been Secretary to the then Bihar Governor Kovind and was brought to Delhi by the President himself. Will the new Secretary be the choice of the PMO ? Present Secretary Sanjay Kothari has been selected for the prestigious post of CVC. Meanwhile, Congress leader in Lok Sabha, Adhir Ranjan Chowdhury has urged the  Prime Minister Narendra Modi to reconsider the appointments for the post of Chief Vigilance Commissioner (CVC) and Vigilance Commissioner (VC).
