Why did Rajiv Kumar miss the bus of CVC ?

According to sources, Rajiv Kumar, Finance Secretary was the front runner for the post of CVC but he could not make it. Sources said that in the selection committee meeting, Congress leader Adhir Ranjan Chaudhary raised objection that the search committee member Rajiv Kumar could not be an applicant for CVC and how search committee shortlisted the name of a member for CVC post ? Kumar is scheduled to retire this month. He is a Jharkhand cadre IAS officer. Chaudhary has reportedly submitted his dissent note. And Sanjay Kothari emerged as a unanimous candidate.
