Why GoI is not getting officers for deputation?

It seems less officers are interested in joining GoI an deputation. Under Central Staffing Scheme offer list has no pendency for the last one month.  DoPT is not getting suitable officers for various post, especially JS level posts. DoPT has been forced to extend the last date of filling application for deputation. According to sources officers are feeling more comfortable in their cadres then at central deputation.
