Why IAS officers not interested for Member (Fin), NHAI ?

Whisper has it that the Government of India has advertised the post of Member Finance, National Highways Authority of India (NHAI) but no IAS officer has applied for the same. The post is reserved under Central Staffing Scheme (CSS), but for the first time it was advertised.  The Government is expected to formulate the policy to accommodate the IAS officer to the post.
