Why is ED not able to file charge sheets properly?

The high profile probe agency is reportedly finding it difficult to file the charge sheets properly. Even courts also pulled up the agency in some cases. Recently, in the Delhi liquor scam, Court asked the agency why the AAP party has not been made an accused? Sources said that now agencies are trying to take the services of some IPS officers to file the proper charge sheets in all cases.
