Why is the CEO, IBA post not being filled up?

Indian Banking Association (IBA) chief executive post has been lying vacant for the last few weeks. It is said that no serious move is being made from the MC of IBA or from Deptt of Financial Services to find a successor. Now the question is-how can the very important thinktank of the banking industry remain headless for an indefinite period.
