Why is the MoR not taking interest?

All is not well in the ministry of railway and the reported resentment of senior officers is making things more complicated, Members posts are vacant for the last few months and GM Panel is also not completed. The sources said that the railway minister is aware of the things but, they are surprised that why is he not intervening to redress the grievances ?.
