Why Ministries are not taking interest ?

According to govt OM dated December 14, 2010, the ideal periodicity of cadre review is five years. But as per latest DoPT OM dated October 1, 2019, despite repeated reminders, it has been observed that the said periodicity is not being followed. In May 2018, DoPT has issued one OM regarding the cadre review, but the deptt have not received cadre review proposals of 29 services including IFS, IIS, IES, Indian Telecom Service, IRS and ILS. Why controlling ministries are not taking interest in cadre review is a matter to be investigated seriously.
