Why new guidelines necessitated ?
The existing transfer policy for IRS(C&CE) has become complex because numerous amendments. The Cadre restructuring in 2014 and restructuring of Zones and Directorates in 2017 and finally implementation of GST has necessitated to adopt new guidelines on transfers/placements.
