Why promotion of CSS officers to Director level pending?

Despite repeated requests to the Government of India, no initiative has been taken so far for the promotion of officers of Central Secretariat Service (CSS) to Director grade. However, CSS Officers’ Association submitted a memorandum to the Department in order to draw attention to the plight.
