Why states are targeting CM, WB?

Some states are targeting Mamata Banerjee, CM, West Bengal, over the issue of migrant labourers. First Maharashtra Home Minister and CM of Madhya Pradesh are complaining that Mamata Banerjee is not responding to the demand to take back labourers of West Bengal. Union Home Minster Amit Shah and Railway Minister Piyush Goel have also asked CM, WB about this issue. But the is not responding to their call and migrant workers from West Bengal are languishing in various states and want to go back to their native places.
