Why testing not being done?

Delhi is suffering from the CoronaVirus infection problem in a big way. Around one thousand infection cases are reported daily. It is said that many suspected cases are not being tested. People are going into self quarantine and attending office. Officials and employees of few ministries reportedly denied testing. Presently Delhi is at the second place after Mumbai, where Corona cases counts are high. Almost daily one or two buildings of central govt offices are sealed for sanitization due to some tested Corona positive. In some cases only floors are sealed.
