Why transferred officers are not being relieved?

As many as 46 officers have not been relieved by their controlling offices despite repeated reminders by the hq. CGDA hq is receiving  many complaints about delay in implementation of the transfer orders of officers/staff issued by the Hq.in many cases. It has asked PCsDA/CDA to relieve the individuals by Feb 10. 2018 positively. All these officers are AO/SAO. and their transfer orders were issued in the months of March, June, July, August, September, October, and December , 2017 and on January 5, this year. CGDA had issued same circular last year in May also and requested field offices to relieve the transferred officers by May, 10, 2017.

Now the big question is - why Controlling Field Offices are not obeying hqs orders?
