Why was the proposal to appoint Home Secy Govind Mohan as CVC shelved?

Sources claimed that Home Secretary Govind Mohan was all set to get the post of Chief Vigilance Commissioner (CVC). The proposal was dropped at the last moment. This was a clear indication that the 1989 batch IAS officer of Sikkim cadre Govind Mohan is getting an extension in service.
