Why were norms reportedly flouted ?

It is said that the DoPT has reportedly flouted norms in the recently selection of CVOs. According to sources initially when applications were invited , the age bar was 52 years. But secretly it was raised to 54 years. On top of this ,the officer who was selected a CVO of a nav ratna PSU has crossed both age bar. He is 56 years. Many who applied for CVOs posts are still waiting a convincing answer from the  concerned department.
