Will a Professional or Economist be Finance Secretary ?

Delay in the  announcement of  T V Somanathan as Secretary Finance has fuelled speculations that a Professional or an Economist may move to the North Block as next Finance Secretary. Logically, being the most senior, Secretary Expenditure - 1987 batch IAS officer Somanathan should have been named as Finance Secretary. Still no one knows who will be Finance Secretary.
