Will G S Pannu be elevated as President of ITAT ?

Will present Acting-Chairman Income Tax Appellate Tribunal G S  Pannu be elevated ? The earlier provision was that the ITAT President had  to be a Retd HC Judge. Later this has been modified that a sitting Vice President can also be elevated.
