Will new Finance Secretary be from the open market ?

Power galleries are abuzz with new rumours related to the Ministry of Finance. They say that one should not be surprised if the new Finance Secretary is appointed from the open market on a two to three years contract. Earlier also Dr. Manmohan Singh and Montek Singh Ahluwalia were during the Congress govt regime appointed as Finance Secretary from outside. Both were economists and non- IAS. Now the question is, who will be that lucky person ? One has to wait till February next year when A B Pandey retires. He is a 1984 batch Maharashtra cadre IAS officer.
