Will NWC be a reality ?

At the highest level, discussions have started to create a new water management body- National Water Commission (NWC). According to sources a section in the bureaucracy wants to wind up Central Water Commission(CWC) and Ground Water Commission (GWC) and create a new Apex body NWC which will be headed by an IAS officer. Whereas Technocrats are reportedly opposing this move saying that water related issues are purely a technical job which CWC is doing well. There is no need to create a water body.
