Will RS make some more lateral entry appointments?

Buzz is that about half a dozen appointments are likely to be made under the lateral entry. It is said that exercise is going on to take people in level 10, 11 and 12 on a lateral entry basis. Sources said that the whole exercise is being done to accommodate some relatives of the big big one. Now the question is - are the Houses empowered to appoint anybody on lateral entry basis?
