Will SC ruling apply this time also?

There is a ruling of SC which says the officer who is scheduled to retire within six months, can not be considered for fixed tenure posts. And this ruling marred the chances of some IPS officers who wanted to become Director  CBI. Now the power galleries are abuzz whether this rule would be taken note of in the selection of Home Secretary and Defence Secretary also ? It is said many IAS officers are reportedly flexing their muscles to grab these prestigious posts.
