Whispers has learnt that some IAS officers of 1984 and 1985 batches left out of recent empanelment for Secretary have taken legal advice to move the court against the process. They say that rules framed under All India Services Manual are subordinate legislation and the informal exercise conducted in the name of so-called 360 degrees is without any legal basis. Written ACR/APAR records have been set aside on the basis of unrecorded feedback, giving room for manipulation and pushing favourites. The entire exercise lacks transparency and will be challenged on grounds of being arbitrary, mala fide and violative of rules. But question is: who will bell the cat?.
